The United States will allow Nvidia’s (NVDA.O), opens new tab H200 processors, its second-best artificial intelligence chips, to be exported to China and collect a 25% fee on such sales, U.S. President Donald Trump said on Monday.
The decision appears to settle a U.S. debate. There is discussion about whether Nvidia and rivals should maintain their global lead in AI chips by selling to China. Alternatively, they might withhold the exports. Beijing has told companies not to use U.S. technology, leaving it unclear whether Trump’s decision would lead to new sales.
Nvidia (NVDA.O), opens new tab shares rose 2% in after-hours trading after Trump made the announcement on Truth Social, following a 3% rise during the day on a report by Semafor.
Trump said in his post that he had informed President Xi Jinping of China about the move. Nvidia’s chips are under government scrutiny there. Xi Jinping responded positively.
He said the U.S. Commerce Department was finalizing details of the arrangement and the same approach would apply to other AI chip firms such as Advanced Micro Devices (AMD.O), opens new tab and Intel (INTC.O), opens new tab.
Trump’s post said the fee to be paid to the U.S. government was “$25%”, and a White House official confirmed he meant 25%, higher than the 15% proposed in August.
“We will protect National Security, create American Jobs, and keep America’s lead in AI,” Trump wrote on Truth Social. “NVIDIA’s U.S. Customers are already moving forward with their incredible, highly advanced Blackwell chips. Soon, they will adopt Rubin. Neither of these chips are part of this deal.”
Trump did not say how many H200 chips would be authorized for shipment. He did not specify what conditions might apply. He only stated that exports would occur “under conditions that allow for continued strong National Security.”
Administration officials consider the move a compromise. It strikes a balance between sending Nvidia’s latest Blackwell chips to China. Trump has declined to allow this. It also strikes a balance with sending China no U.S. chips at all. Officials believe this would bolster Huawei’s efforts to sell AI chips in China, a person familiar with the matter said.
“Offering H200 to approved commercial customers strikes a thoughtful balance. These customers are vetted by the Department of Commerce. This approach is great for America,” Nvidia said in a statement.
Intel declined to comment. The U.S. Commerce Department, which oversees export controls, and AMD did not respond to requests for comment.
A White House official said that the 25% fee would be collected as an import tax from Taiwan, where the chips are made. The chips will then be sent to the United States. There, they will undergo a security review by U.S. officials before being exported to China.
China hawks in Washington are concerned about selling more advanced AI chips to China. They fear this could help Beijing supercharge its military. These fears had first prompted limits on such exports by the Biden administration.

The Trump administration had been considering greenlighting the sale, sources told Reuters last month. Trump said last week he met with Nvidia CEO Jensen Huang and that the executive was aware of where he stood on export controls.
“It’s a terrible mistake to trade off national security for advantages in trade,” said Eric Hirschhorn, who was a senior Commerce Department official during the Obama administration. “It cuts against the consistent policies of Democratic and Republican administrations alike not to assist China’s military modernization.”
A report was released on Sunday by the non-partisan think tank, the Institute for Progress (IFP). It states that the H200 would be almost six times as powerful as the H20. The H20 is the most advanced AI semiconductor that can legally be exported to China. This follows the Trump administration’s reversal of its short-lived ban on such sales this year.
The Blackwell chip now in use by U.S. AI firms is about 1.5 times faster than H200 chips for training AI systems, the IFP said, and five times faster for inferencing work where AI models are put to use. Nvidia’s own research has suggested Blackwell chips are 10 times faster than H200 chips for some tasks.
Several Democratic U.S. senators in a statement described Trump’s decision as a “colossal economic and national security failure” that would be a boon to China’s industry and military.
Republican Representative John Moolenaar chairs the House China Select Committee. He said in a statement to Reuters that China would use the chips to strengthen its military capabilities. They would also enhance surveillance.
“Nvidia should be under no illusions – China will rip off its technology, mass-produce it themselves and seek to end Nvidia as a competitor,” he said.
The approval, however, comes as China is strengthening its resolve to wean the country off its reliance on Nvidia’s chips. China’s cyberspace regulator in July also accused Nvidia’s H20 chips of potentially carrying backdoor security risks, an allegation Nvidia has denied.
In recent months, Beijing has cautioned Chinese tech companies against buying chips that Nvidia downgraded to sell to the Chinese market, which are the H20, RTX 6000D and L20, two sources said.
“Chinese firms want H200s,” said Craig Singleton, a senior fellow at the Washington think tank Foundation for Defense of Democracies. “However, the Chinese state is driven by paranoia and pride. Washington may approve the chips, but Beijing still has to let them in.”
The H200 change of stance comes the same day that Trump’s Justice Department announced it had cracked a China-linked chip smuggling ring. This ring in late 2024 and early 2025 exported and attempted to export at least $160 million worth of controlled Nvidia H100 and H200 chips.
Chris McGuire, an expert on technology and national security, served at the U.S. State Department until this summer. He said Chinese firms would likely still buy H200s. This is because the chip “is better than every chip the Chinese can make.”
China’s domestic AI chip companies now include tech giant Huawei Technologies, which in September released a three-year product roadmap, as well as smaller players such as Cambricon (688256.SS), opens new tab and Moore Threads (688795.SS), opens new tab.
China’s SSE STAR Chip Index (.STARCHIP), opens new tab and the CSI Semiconductor Industry Index (.CSI931865), opens new tab both dropped more than 1% at market open on Tuesday but soon recovered most of the losses.

Your iPhone or iPad may get stuck on the Apple logo. This is the white or black screen with the Apple logo. It usually means the device is having trouble starting up. Here are step-by-step solutions you can try, starting from the simplest:
1. Force Restart
This doesn’t erase data it just forces the device to restart.
iPhone 8 or later (including iPhone X–15): Quickly press and release Volume Up. Then, quickly press and release Volume Down. Hold the Side button until the Apple logo disappears and then reappears. iPhone 7 / 7 Plus: Hold Volume Down and Power (Side) button together. Do this until the screen goes off. Wait until the Apple logo comes back. iPhone 6s or earlier / iPad with Home button: Hold Home + Power together until restart.
2. Charge the Device
Sometimes the freeze is caused by low battery. Plug into a wall charger (not just a computer USB port) for at least 30 minutes, then try restarting again.
3. Update or Restore with Recovery Mode
If a force restart doesn’t work, use a computer with Finder (macOS) or iTunes (Windows):
Connect your iPhone to the computer. Enter Recovery Mode. Perform the same steps as a force restart. Keep holding the last button until the Recovery Mode screen appears and shows a cable and computer icon. On your computer, choose: Update (tries to reinstall iOS without deleting data). If Update fails, choose Restore (erases all data and installs a fresh iOS).
4. Use DFU Mode (Last Resort)
DFU = Device Firmware Update. It wipes everything and reinstalls iOS at the deepest level. Useful if the software is badly corrupted. Steps vary slightly by model (want me to walk you through this for your exact iPhone model?).

When to Seek Help
If the phone keeps looping on the Apple logo even after restore/DFU. If there’s physical damage (like after a drop or water exposure). If you can’t get into Recovery/DFU. 👉 In these cases, it’s likely hardware-related (logic board, NAND, etc.), and you should visit an Apple Store or authorized repair center.

Apple is deepening its partnership with Corning Inc. at their Harrodsburg, Kentucky plant. It will become the exclusive global supplier of the cover glass. The cover glass serves as the front protective glass for all iPhones and Apple Watches. Apple is committing US$2.5 billion for this project. Production capacity at the Harrodsburg plant will be tripled. Additionally, the workforce will increase by about 50%, going from ~350 to ~500 employees. The goal is to have all the cover glass exclusively manufactured there by the end of 2026. This includes glass for iPhone and Apple Watch.
Besides, the Harrodsburg facility will be fully devoted to Apple’s needs for this component. Contrarily, they will also open a joint Innovation Center at the plant. Engineers and scientists from Apple and Corning will work together on advanced material development. They will also collaborate on process R&D. Corning Inc. announced plans to triple production capacity at its Harrodsburg plant. Comparatively, it will increase the workforce there by 50%. This move deepens its relationship with Apple that began when the original iPhone launched in 2007. The Harrodsburg plant made the glass for those first iPhones.
Emphatically, Apple has put its vast financial muscle behind the project, announcing recently it was making a $2.5 billion commitment. This will enable Corning to produce all the cover glass for the iPhone and Apple Watch. By and large, Production will take place at Corning’s plant in Harrodsburg, a central Kentucky town of more than 9,000 residents.
It is part of a massive commitment announced by the tech company last month. They plan to increase their investment in American manufacturing. This initiative won bipartisan praise from both Republican President Donald Trump and Democratic Kentucky Gov. Andy Beshear.

Generally, Corning executives and selected employees spoke to reporters at the plant on Friday. Apple CEO Tim Cook visited the Harrodsburg factory earlier in the day but did not participate in the media event.
“We are transforming the plant once again. We are combining Corning and Apple’s expertise. This combination allows us to produce 100% of the cover glass for the iPhone. It also produces the cover glass for the Apple Watch,” Corning Chief Operating Officer Hal Nelson said Friday. “Together, we are building a next-generation U.S. manufacturing platform to deliver … high-performance materials for Apple’s iconic products.”
Cook said last month in a news release that the teamwork between Apple and Corning will result in the largest production line ever created for smartphone glass. It will be the most advanced.
“Thanks to the power of American manufacturing, any customer anywhere in the world who buys a new iPhone will have precision glass. American manufacturing ensures this quality. This precision glass is made right here in Kentucky. The same applies to those who purchase an Apple Watch,” he said.
Markedly, Apple’s $2.5 billion commitment for the production, Corning said the details are “proprietary” to the two companies. The commitment will include revenue, technology and development teams, and “new advanced manufacturing process development,” Corning said.
Corning is based in Corning, New York. The company says its markets include optical communications, mobile consumer electronics, and display products. It is also involved in the automotive, solar, semiconductor, and life sciences sectors.
Concerning backing up Apple’s financial commitment with its own investment, Corning said it continually invests in its facilities. Corning will also “continue to invest what we need to support Apple.”

With an eye toward the future, the two companies will open an innovation center at the Kentucky plant. This center will bring together scientists and engineers for world-class research and development, Nelson said.
The Harrodsburg plant currently has nearly 350 employees. The workforce is expected to rise to at least 500 due to the Apple announcement, Corning said.
Longtime plant employee Tommy Shirley said the factory had “ups and downs” through the years. However, the deepening ties with Apple will be a “huge shot in the arm” for plant workers and the community.
“We’ve prayed for this,” he told reporters. “We wanted stability for our employees. We wanted expansion.”
Shirley, a maintenance worker, has deep family ties to the plant. His grandfather helped build the factory in 1952. His father started working there in 1964, and Tommy Shirley followed in his footsteps starting in 1989. He brimmed with pride Friday while talking about the Harrodsburg plant’s connection to Apple.
“The products that we make, they impact people’s lives all over the world,” he said. “Nobody can get by without a phone anymore. … We’re going to make devices right here in my hometown. These devices are going to affect people’s lives all over the world.”
Introducing the New iPhone Air Apple
1. iOS 16 Bug
Many users noticed wallpaper disappearing or going black after updating to iOS 16.1. Apple patched most of these issues in later updates (so updating iOS helps).
2. Low Power Mode
If Low Power Mode is turned on, sometimes dynamic wallpapers or effects don’t display correctly. Fix: Go to Settings > Battery > Low Power Mode → Turn it off.
3. Live / Dynamic Wallpaper Glitch
Live Photos and dynamic wallpapers (like earth, weather, astronomy) sometimes go black if the phone runs low on memory or after a restart. Fix: Switch to a static wallpaper (Settings > Wallpaper > Choose New Wallpaper).
4. Focus Mode / Lock Screen Link
In iOS 16, wallpapers can be linked to Focus Modes. If a Focus is triggered, your wallpaper may change—or turn black if something went wrong. Fix: Go to Settings > Focus, check each Focus, and unlink wallpapers.
5. Corrupt Wallpaper Image
If you’re using a custom photo that’s damaged or not fully downloaded from iCloud, it might appear black. Fix: Re-download the photo from iCloud or choose a different one.
6. System Cache / Temporary Bug
Sometimes iOS simply glitches. Fix: Restart your iPhone → Settings > General > Shut Down.
How to Fix It Quickly
Update to the latest iOS (go to Settings > General > Software Update). Turn off Low Power Mode. Re-apply your wallpaper from Settings > Wallpaper. Test with a different wallpaper (photo vs. live vs. dynamic). Restart or force restart your iPhone.
If the wallpaper still goes black even on the latest iOS, it might be a deeper system issue → consider Reset All Settings (Settings > General > Transfer or Reset iPhone > Reset > Reset All Settings).

1. Check for Setup or Activation Issues
Make sure your iPhone activates properly with your Apple ID. If you see errors like “Unable to Activate” or “SIM not supported”, restart your phone and try again.
2. Run an iPhone Diagnostic Test
Apple has a built-in diagnostics tool:
Open Safari on your iPhone. Go to 👉 https://diagnostics.apple.com. Sign in with your Apple ID. Follow instructions to run Apple Diagnostics (it checks for hardware issues like battery, sensors, or display problems).
3. Check for Software Errors
Go to Settings > General > Software Update → install the latest iOS. If apps keep crashing, check for app updates in the App Store.
4. Test Key Hardware Functions
Screen & Touch → Try swiping, tapping, zooming. Speakers & Microphone → Play music and record a voice memo. Cameras → Open Camera, test photo & video (front & back). Battery Health → Settings > Battery > Battery Health & Charging. Face ID / Touch ID → Set it up and confirm it unlocks smoothly.
5. Check for Error Logs
Go to Settings > Privacy & Security > Analytics & Improvements > Analytics Data. If you see repeated crash logs for the same app/system process, something may be wrong.
6. Run Apple Support App Test (Optional)
Download Apple Support app from the App Store. Tap Get Support > iPhone > Run Diagnostics. This will run checks and send results to Apple if needed.
